Check the logs. If in the logs are mentined even timeout errors it is highly
likely that your internet connection link is not stable enough. These logs
as the one you have shown shows that there have been attempts to start mail
delivery. The TCP connection is set up, but than the connection is
interrupted without follwing any of the SMTP protocol procedures. Check if
you can receive mail from other mail servers, say Yahoo. Try also to remove
one at a time the black list entries to check if they provide any effect. If
you can get emails from Yahoo finally try to contact the mail admin of the
mail servers that you have problems with so that they can investigate this
problem and inform you with their view of the problem.

    Sincerely
Mr. Olsi Lulani

Subject: Sendmail NOQUEUE issues

Just curious as if anyone else out there has started to see errors like this
in their maillogs. As of last Thursday or Friday, I have not been able to
receive mail from known Exchange mail servers, and even the below mail
server (see snip 1). This is happening on my Redhat 7.2 box, as well as my
Redhat 8.0 box.

I have made no changes in my configs in the past week.

<snip 1>
Jun 29 16:24:15 proxy sendmail[12721]: NOQUEUE: nat-pool-rdu.redhat.com
[66.187.233.200] did not issue MAIL/EXPN/VRFY/ETRN during connection to MTA
<end snip 1>

My Sendmail M4 does contain the following:
