RE: identifying the owner of an IP address.

Set his IP in ipchains -> reject
and ignore his attempts.  When you turn ipchains on,
the bad guys will be completely blocked, by IP address.

You can also write to '[email protected]'.  
Run traceroute IP and send to [email protected]

That'll probably get someone at his isp, or an intermediate branch
who can ( will is another question) fix his wagon.

Thanks. The whois by IP worked great.

They are located in Bucharest, Romania.  Should I notify
the FBI or what?  What kind of recourse do I have?

Anyone experienced this problem before - what did
 you do?
