Okay, I got it. I think.

I need to register the 7.0 package. Once that's done, I can get the newer
versions via download. The only problem is the download time on dial-up.

Does Red Hat offer the new versions on CD at an upgrade price rather than
full price at a retail store or the web site?

The link http://rhn.redhat.net/ did not work. Error was cannot find server.
I check again later.

If you bought your guinness package, you could have
registered a basic subscription to RHN for free, and
downloaded the 8.0 CD images.  Then you'd have the
full set.

So, Red Hat does NOT offer an upgrade program. I could not find anything
regarding upgrades on the Red Hat web site.
