ummm.  RPM is a separate GPL'd package with a separate but
similarly development line from any Red Hat release.  It is
widely used, and the reference baseline LSB packaging tool.  
The rpm-4.1.x initial release occurred and was announced
September 17 of the mailing list.  Several calls for testing
have preceeded that release at regular intervals for months.

The new RPM-4.1 release has been in development for for at
least seven months, and has been continuously available for
testing at
  ftp://ftp.rpm.org/
as noted on the top page at
  http://www.rpm.org/

As RPM site editor, I had added a top page highlighting of
interesting Bugzilla tickets for the test candidate weeks ago,
and have been updating interior reporting, testing, and usage
hints reflecting the new features -- RFC 2440 GPG signature
integration and a __GPL__ crypto base, multiple simultaneous
DB access, extreme segfault resistance, API rationalization --
lots of exciting items for professional managers of LOTS of
systems.  

I had an hour's phone call on RPM and future directions
yesterday afternoon -- Thanks Jeff Johnson for staying after
work to be interviewed.
