You could try something like autorpm, the previous tool :)
It compares installed version to available versions to
decide what to upgrade. It works with any ftp mirror.

It doesn't handle dependencies though (which is probably why
it was replaced). It's still a good starting point. Then you
manually solve the dependencies.
