I don't know of any legal/technical issues which were preventing this in
the past.  I do know that the market for the DVD was quite small here in
the States until recently, so I think that was the driving factor in not
producing a USA DVD.

Europe was always a strong DVD market for a number of reasons.  High among
these were the pay-by-the-minute phone systems in many countries and the
lack of being able to get a good connection throughout many parts of
Europe.
