bidirectional ports

greetings,

currently working on a small project requiring the use
of libcurl and php ... part of the set up instructions
requires 

Port 43924 open for bi directional communication

was wondering if ne one knew how to accomplish this
task ? 

Note: i've configured ipchains to accept connections
on this port but i'm not sure if this would satisfy
the idea of a bi directional communication [?] ...

ne insight would be most welcomed.
