In looking into why those Usernames/Groups were removed but NOT recreated: 
I learned when I simply re-ran UP2DATE (after seeing the "fatal" PVM Error 
Message), there were quite a few of Upgrade 8's RPMS which had been 
removed from RPM's Database, although the Update 7 Files remained on the 
System.  Hence RPM thought these RPMS were NO longer installed on the 
System (even thought the Files were), but more importantly those RPMS had 
NOT been upgraded (and in the future would NOT)!!!  It has been a slow 
process comparing the RPMPGK Log Files to see which RPM thinks are 
"missing", since one has to be careful during the "blind" installation of 
each RPMS to ensure the "correct" configuration files remain (since RPM no 
longer has a record of which files actually exist)...
