console problems

Hi, we built a RedHat 3 ES update 8 system in our lab using PS/2 keyboard and shipped it to a different location. At the location it was powered up with a USB keyboard. As the result (or maybe due to a funny coincidence) the system now exhibits weird problem on tty1. The problem only affects tty1. tty2 works fine. The problem is that either all keys or just the enter key needs to be typed twice (I'm not 100% clear whether all keys or just Enter is affected as I'm not near the system). I compared stty -a output between the tty1 and tty2 and it is different. The working one has -ignpar -brkint -imaxbel and broken one has ignpar brkint imaxbel. I tried setting the broken one to be identical to the working one but it didn't make a difference. I also tried rm /dev/tty1; /dev/MAKEDEV /dev/tty1 which succeeds but doesn't make a difference. echo $TERM outputs linux on both tty1 and tty2. They switched to PS/2 keyboard but that doesn't make a difference.
