By default the kernel is marked skip so people who run up2date 
automatically don't randomly replace their kernel.

Unless you have a specific need to stay at a specific version -- yes.

You need to run "up2date -fu" to force it to upgrade even the skipped 
packages.  Yes, you will have to reboot your system to get the new 
kernel actually in production.
