Doh! This actually pointed me in the right direction. I greped for nfs in /etc/init.d, and found that mount -a runs from the netfs script, which by default is on, right? This box was configured from kickstart, and had netfs chkconfig'd off in the .ks script! Thanks for pointing me in the right direction.
