your problem sounds like an echo for me.
I live in New Zealand, only 5 km from town, work from home via the Internet and 
my telco has been promising things for years. HA HA.

I had a special 56k rural modem that was meant to over come some of the issues 
of living far-ish from the telephone exchange.
I run RedHat 6.2 as a firewall and internet gateway for 4-6 computers.
Changing to 7.3 will not help you with connections and speed, anf it will mean 
you have to learn a whole new system for firewall. 
Stick to 6.2 with all the patches. BUT most of go out and find an old isa 33k 
modem. That was what I had to do. 33 might sound slow, but they end up being 
faster and more reliable that a 56 when you don't live next door to the 
exchange.
I have been using a 33k modem for the last year with out ONE issue. If I need 
to down load ISOs then I go to an ADSL modem I have in town at a site and do it 
from there and get CDs burnt or copy to zip disks.
Otherwise I find it fast for things like ssh sessions, telnet and general web 
browsing.
