Squid -k Reconfigure not Working

Hi All,

We have Redhat Linux 6.2 as gateway machine and use squid-2.3.STABLE1-5
We Restrict user rights for Internet using Squid proxy,If i want to Add =
=3D
a personthat is give right to someone we make Changes and
give a command

/etc/rc.d/init.d/squid -k reconfigure

but now this is not Working suddenly.

now we use /etc/rc.d/init.d/squid restart ,Because of this squid stop =
=3D
for 2 minutes so the Internet access goes off for all in that 2 =3D
minutes.I need to avoid this.Pls Help me..
