Publicly submittable repository

Hey guys, I just came up with an idea I thought I might want to run by the list, to see who might be interested. I've recently gotten into Debian packaging, and the Debian community has put together a public repository for packages not in the main archive[1]. I was thinking that a site like this might be benificial to those packagers who don't have server space or bandwidth, or don't have enough packages to justify their own repository. Obviously there would have to be some package QA as well as some general guidelines that people would have to conform too, but not to a freedom reducing degree. Package submission could be automated to a degree. I think mentors.debian.net has automated submission of packages, but user accounts are admin approved. If I get enough positive response from this I will draft up a more formal proposal. This would have to be a volunteer & cooperative effort. For example, I do not have bandwidth nor server space to host anything, but I am willing to put in time to develop a website & submission system (possibly even package submission tools, like shell scripts and such that upload).
