I don't see why fedora.us with fedora legacy wouldn't fit your scenario
at least partly, or as much as the collective of other repo's.

Well, not all of them do legacy stuff in the first place, and Fedora.us
is not (yet ?) Red Hat.  But again, I was advising against *creating yet
another one*.

I have nothing against multiple repos per se.  Both approaches have
different drawbacks and advantages.  Having a "monoculture" as you call
it (which is not quite what it is) has the advantage of being able to
verify internal consistency more easily.  Something that could be a lot
easier soon for the multi-repo approach.

OTOH, having each repo by itself essentially be a monoculter on its own
might be bad as well - what happens if any of these people decide to
stop packaging ?

Anyway, the original argument was trying to advise against starting *yet
another repository* :) So try to avoid that whatever you do; it'd make a
lot more sense to join an existing project.
