Enable yes, require no. :)

But probably everybody will have a faster system than the main ATrpms
server, so I imagine people will do the packaging locally and use the
accounts for uploading.

I am working towards getting an Opteron into the play, which would of
course make building much more attractive but I don't know yet, how
good x86_64 cross-builds for ia32 (I assume 99% it will generate valid
i686/athlon packages in chroots).
