Failed dependency on library version

Lately I have tried to install octave with grab on RH7.2 with version
1.0.6. This finally wants to install the gd package but gd needs
libgd.so.1. A package is available with libgd.so.1.3 but is not found be
grab. After installing this libgd package /usr/lib/libgd.so.1 is
present.
My question: is this a fault of grab (e.g. grab should know the
libgd.so.1.3 also means libgd.so.1) or a fault of the package maker of
the libgd package.
