it's hardly unprecedented. most other packages do it this way.

I always really admired GRAB for handling it's config files itself (writing
them if they didn't already exist; etc). this way RPM upgrades don't lead to
the perplexion over "what's different between the new config and the old
config?". 
the program is the best to know, so it's best if it does it itself (provided
it's bug-free).
