 The problem and my question wasn't to build them. It was just about fetching 
data from RPMs..

 Yes that was difficult -a little bit-, we wrote a php extension for it 
instead of trying to use python via CGI for our web application. We parsed 
cpio to fetch the header info from it, so we could handle files those a part 
of rpm by that header information (offset, file len, user, group vs.). Now 
everything is fine, thanks for all answers.

 Now we have a php extension lib, rpm.so, which is providing some rpm 
functions like rpm_open(RPM_URL), rpm_file_list(RPM_FD), 
rpm_get_attr(RPMTAG), rpm_fetch_file(FILENAME) etc. We will publish that 
little extension ASAP..

 BTW, no problem occured directly because of the Debian..
