I think what it means is that if you want RH support for the package you
will buy the layered product. If you are wanting to support it yourself
then you can get it from a third party etc.

So if you make your own RPM or take the fedora one and run it on your
machine that is ok.. just dont expect Red Hat to support that part of
the machine.
