Problem with rebuilding 'at' package (failed make test)

Hi,
I tryed to rebuild 'at' package (from Raw Hide and RHEL 3) but it fails
on 4 or 5 tests (depending on current locale).
I tryed locale: C, EN_US, POSIX, en_US.UTF-8 with no luck.
Any advice? What locale is used in build environment in Red Hat?
This seems that there is a locale trouble...
Here is output of make test TEST_VERBOSE=1 (glibc-2.3.2-95.3 from RHEL3):
