RHAS2.1-intel had:
  libstdc++3-3.0.4-1
  libgcc-3.0.4-1
from which the IBM gsk6bas i386 RPM uses:
  libstdc++.so.3
RHEL3-intel has several *libstdc++* RPMs which contain libstdc++.so
levels, (i.e. 2.7, 2.8, 2.9, 5, 6) but none at libstdc++.so.3

RH7.2-s390 had:
  compat-libstdc++-2.10.0-1
from which the IBM gsk6bas s390 RPM uses:
  libstdc++-libc6.1-2.so.3
RHEL3-s390 has a libstdc++-3.2.3 RPM which contains libstdc++.so.5,

So we have no good upgrade path for either intel or s390.
For the intel people there is always rpmfind, but RPMs
can be hard to find for s390 people.
