Shouldn't it "just work" the same way as if I'd removed a bunch of ia64
rpms? Or at least work in a similar fashion?

If you do "up2date --show-avail", none of the available 32-bit rpms show
up at all. That just seems broken.

Not to mention the inability to "rpm -Uvh $package.i386.rpm" once it is
downloaded because there are conflicts in manpages and docs in /usr/share
between the i386 and ia64 rpms.
