Apache2 long SIGUSR1 times

Hello...

	Before I bugzilla this I thought I would ask if anyone else sees this
also, either on taroon or other systems, as it might just be an Apache2
thing.

	sending a SIGUSR1 ( graceful restart ) to the httpd results in from 30
seconds to two minutes of apache hanging.  Could this be caused by
taroon in general?

Let's face it, there's no Hollow Earth, no robots, and
