Apache2 long SIGUSR1 times

Hello... Before I bugzilla this I thought I would ask if anyone else sees this also, either on taroon or other systems, as it might just be an Apache2 thing. sending a SIGUSR1 ( graceful restart ) to the httpd results in from 30 seconds to two minutes of apache hanging.
