NIC failover is not managed by the cluster proper; the kernel does a
fine job of doing it! See:

When a two or four member cluster is configured, a tie-breaker IP can be
used to declare a majority when exactly half of the members are online.

This can be done in lieu of using disk-based membership (a la RHEL 2.1)
on a two-member cluster, and is the only available option in a 4-member
cluster.
