I think the range is so that when Joe who puts taroon on his 64 mb webserver and things dont work exactly correctly, support can have a quick checklist of items on fixing it. 'Sir we know you can run it in 64MB, but it is only tested in 256 mb or more memory. Please bring the machine to the minimum levels, and see if the problem still occurs.' While many hackers will chafe at having to go large on things... the number of corporate webserver problems that go away by adding enough memory (oh wow Jakarta now works) is startling.
