actually it's on purpose. The RH kernel-source rpm by default ships such
that you can build external kernel modules against it. This means it
already is preconfigured.
Unfortunately the 2.4 kernel Makefiles don't have 100% complete
dependencies and thus for some types of .config setting change a make
mrproper is needed first. Of course I rather not have this needed but
it's not exactly something that's easy to fix in the makefile system of
2.4. (in the 2.6 kernels it's way nicer)
