this is real minor and silly. But from looking on ftp mirror this is
still the newest version of the procps package.

Top has a small bug in it. It seems to be adding each CPU value up for
the 'total' line rather than average over multi CPU's for the total
line. This is especially true since you are giving % and not raw values.
I dont think a system can really be 399% idle ? :)
