I like this idea a lot.

1. You can't send such messages innocently, because they look this way when 
you send them, too. 

2. Since it's in both directions, both directions are equally correct, and it 
doesn't really matter which of them the client chooses.

In fact, Ron's suggestion says: Let's treat 8859-8-I as "Logical Hebrew", and 
8859-8 as "just the character set, no commitment about order". I don't find 
this such a bad idea -- though perhaps we should issue an RFC for it (I am 
not sure what current RFCs say).
