This is because the old fonts have Hebrew characters in place of 
the English lowercase letters in order to support 7-bit Hebrew 
(SI 960). It has nothing to do with the input encoding.

Yes, Culmus has Latin characters (depending on the version of your 
Culmus .tfm files, these may be small caps). 

However, it's still a better idea to switch languages whenever you 
need a Latin character, in order to have all the Latin characters 
in your document come from the same font. There's no typographic 
advantage to using Culmus's Latin characters, since their design is 
independent of the Hebrew characters.

By the way, technical questions on Hebrew TeX are more appropriate 
on the IvriTeX list, where you have access to many TeX specialists 
who do not subscribe to Ivrix.
