I have 1.3.6, and the "language hebrew" command (bound to f12 in Dekel
Tzur's bindings file

toggle back and forth between English and Hebrew.

* I tried a minimal configuration (only the f12 binding), and it seems
to work - but inconenient: I got used to switch to hebrew using the
normal xkb key (alt-shift or whatever) - and the fingers are faster than
the brain...
  In LyX this works (gets hebrew letters in), but does not effect
directionality of typing - you have to switch both language and keyboard
group, and you get reversed words if you forget one of these.

 I suppose a keymap could work (can you remap the xkb group toggle?),
but maybe the more "natural" way would be to make the editor automaticly
switch language according to the typed character's unicode
directionality - I don't know LyX internals enough to tell if this is a
reasonable option.

* I also noticed a problem which I seem to recall from the past - hebrew
words in english section-titles show up as European accented chars
(otherwise the document shows up fine in xdvi).
 I attach the lyx file. Let me know if there's a fix for that.
