15.0 hangs loading ntpd

I installed 15.0 on my Dell Latitude E5410 and have been configuring it and
xfce. It was working normally until now: booting hangs at ntpd regardless of
having the network cable attached or not. Specifically it says, 'listening
on routing socket on fd #20 for interface updates." And there it sits.

I installed 15.0 on my Lenovo ThinkPad X200 with the same way and it's had
no issues booting. Nor have I seen this behavior before.

Can it be fixed or do I reinstall from scratch?
