You could try booting the Slackware install media.
Mount your root partition to /mnt
For example, if your root partition were /dev/sda3

mount /dev/sda3 /mnt

Then do a chmod -x /mnt/etc/rc.d/rc.ntpd

That will make it not executable and shouldn't load at boot.

Then reboot
