Possibly a bug in your AlphaBIOS.

Try to upgrade your AlphaBIOS or, if you didn't use Windows NT on that
machine, you might want to consider switching to SRM console. I had
similar problems on our PC164LX and after switching from AlphaBIOS to
SRM console, it worked perfectly sane.
