insufficient TCP IP Sockets

Hello,

we get the following error message on our Domino "Shared Mail" Cluster.

Error on Listen function: Insufficient TCP sockets are availabe. Consult your
vendor*%s TCP / IP documentation ....

I know that there are several answers to this question but everything we tried
did not solve our problem.
we changed  the settings for example:

file-max
inode-max
ulimit
limits.conf
....

it seems to have something to do with open files.
lsof (list of open files) command returns 240 open files per opened database
!!!
we have 80 Server processes (ps -aux) per server

That means that the open files are three times the server processes

Is it possible to reduce the server processes ?
Maybe that would be a possible solution.
