It may be useful to make this wget parameter available in /etc/fou4s.conf 
and/or the command line.  At the moment I have either placed this parameter 
into ~/.wgetrc or inserted e.g.
GLOBALWGETOPTS="$GLOBALWGETOPTS --limit-rate=4k"	#ray 20050715
	into /usr/sbin/fou4s

An extention of this parameter to accept e.g. "70%" of the maximum measured 
download rate instead of an absolute value might be useful as a default 
setting.
