I should have looked harder. I did check in man fou4s(1) and (5), without 
seeing  anything about this option; but I have now found it in:
function  showUsage()
	so I should have tried 'fou4s --help' first!

Probably because I just made it up  :-)  I thought that it might be useful for 
the typical brain-less installation and deployment. And I wondered what the 
rest of the world thought about it.  Isn't the maximum download speed stored 
somewhere when determined by fou4s-benchmark?  For machines that are always 
busy - e.g. mail and webservers, or workstations that power down when 
inactive; it may better if non-interactive jobs did not use all of the 
available bandwidth. So setting the default value for $LIMIT to some fraction 
of the available bandwidth seemed more reasonable than a "no limit" default.
