Here's how I got that working in a Plasma 6.7 VM, should work for you too. 
Admittted, it needs setting it per window, once

Open an application, drag it to where you want it to be. Right clik the title 
bar, go "Configure special window settings, Add, Position. Plasma detects the 
values, click Apply. Close window, reopen, it will be at the same position. 
You can do the same thing for the Size, Virtual desktop etc.
