Persistent problems trying to update from leap 15.6 to 16.0

For the last 2 1/2 weeks I've been trying to update a headless VM to leap
16.0
It's never successfully worked.
To be fair, I successfully completed an update about 2 months ago, but
scratched it, as I did not realize that wickedd was not supported (and that
I should migrate before the pdate).

I've been doing in-place/online updates since opensuse 42 (at least two
years before leap) with small but easily manageable issues.

I've used the opensuse-migration-tool
I've done a zypper dup
I get very consistent failures downloading
system-user-root-20190513-160000.2.2.noarch.rpm

This seems like it'd be a bad CDN mirror.
I've never had to deal with this before, and I'd assumed that all I'd have
to do is wait it out. But going on 3 weeks seems quite long.

The mirror seems relavant, but I've never tried to tweak this before.
By default the CDN wants to serve from
ftp.ussg.iu.edu
and the file really does appear to be missing there.
I can see the file at
http://www.gtlib.gatech.edu/pub/opensuse/distribution/leap/16.0/repo/oss/noarch/system-user-root-20190513-160000.2.2.noarch.rpm
But I cannot successfully download it.

Can anyone give me some understanding of what is going on, and (hopefully)
what I can do to resolve this?
