Use another mirror, ask admins of mirrors where you see the problems, 
talk to support of your ISP. It all depends on what exactly happens when 
you try to download.

https://download.opensuse.org/distribution/leap/16.0/repo/oss/noarch/system-user-root-20190513-160000.2.2.noarch.rpm.mirrorlist 
gives you the list of mirrors which SUSE believes have this file, try to 
manually download it and place in the cache 
(/var/cache/zypp/packages/<repository-name>/noarch).
