So.. I'm trying to download the non-ssl URL And... I see exactly the same behavior, the download starts, but stalls out (oddly the file itself is very small) Re-enforcing this, if I remote the SSL qualifier above and get a directory listing http://ftp.ussg.iu.edu/linux/opensuse/opensuse/distribution/leap/16.0/repo/= oss/noarch/ I can see a lot of files, but I do *not* see in the directory listing system-user-root-20190513-160000.2.2.noarch.rpm This suggests, to me at least, that I need to force SSL Are you seeing something different. The error is very consistent. It has been stalling out on this file for weeks. I'm not sure what else I can report to clarify things further.
