See http://sdb.suse.de/en/psdb/html/ (SuSE Maintenance Web). You need a 
customer login. We do not have yet but are working on a solution for 
non-customers (i.e. ISVs and other partners) to get codes.

There is no kernel update there for ia64, the 2.4.18 base done will be 
the first one.

I do not understand this last question... what is "base"? The source 
code? SLES-7 includes a kernel sources package, of course.
