For upstream purposes that's actually an optional directory. openSUSE includes
it by default. If you examine its contents you should find a lot of what it
contains is comments. If 20-intel.conf isn't there, it was never needed. In any
event, Haswell users don't need xf86-video-intel, which last had an upstream
