Couldn't find it anywhere, so I just de-installed the driver and
restarted X11.  THere is a warning in Xorg.0.log about a missing intel
driver, which didn't seemed to have disturbed loading the modeset
driver.  I have re-enabled vsync in the system settings for Plasma, so
far so good (I've not yet rebooted, but I expect there to be no further
problem).
