Vice versa is better. For Joe Average, the important things are his language and his country, not his timezone and his keyboard layout. Of course, if you live in a country that contains several timezones, you need a more deeper information. But here again, for Joe Average, it would probably be better to choose the province, state or region (e.g. China - East-Coast). I don't know, how Ubuntu solved this problem. Learn from Ubuntu: They ask language and country, then suggest a timezone and keyboard layout, which can be accepted or changed.
