But you cannot select any country for the locale settings, you have to
stick to the locales supported by glibc. For German these are
currently de_DE, de_AT, de_CH, de_LU, de_BE.  That's it, there is no
"other". So "other" can only mean "I don't care" which then probably
selects de_DE.  That's why I asked.

There are also countries with several keyboard layouts in common use.

Have you tried whether this really works well in all corner cases?
