M17N:Devel cleaned up

Hi,

I cleaned up M17N:Devel repo now.  This is a repo for the development,
and if it's already copied / submitted to the main M17N repo, the package
on M17N:Devel should be removed again.

This makes the maintenance status clear a lot.

If you have any problems with this action, please let me know.
