I suppose the flash player problem isn't specific to Japanese locale?

Until now, the locale supplement info isn't provided in ibus spec
file, so it won't be installed automatically unlike scim.

Also, we can adjust the priority of input method per language level
(via /etc/X11/xim.d/* symlink) fairly easily.
