I don't understand how this is achieved either.

I could not find the latest source code of the font, and I could not
find any howto about
building the font yourself.

Maybe there's a secret server keeping building them, and it looks like
to be the same server as where their forum is hosted.

You can write to Dr. FangQ to confirm this. His email is still valid.

About how to contribute, everything is through their website. There're
two short videos.

BTW, the "activities" you see is the history of who created new
characters through the web (User-contributed Content),
not the activities of the owner and maintainers.
