fftw3-devel should be the correct package, it's part of multimedia:libs
which I maintain and used by just about everything multimedia.
I'll get the cinelerra tarball and tell you what's needed. The best way
to go is to install the cinelerra source package and then update the
sources in /usr/src/packages/SOURCES and the spec file in the SPECS
directory. In fact I'll check the tarball out and make up a spec file
and email it to jdd with instructions. Installing the source package
will pull in all the build dependencies.
